Head of Corporate Governance and Services

The Role: 

AsIAm are seeking a Head of Corporate Governance and Services who will report to the Director of Operations. The successful candidate will join the senior management team and support the Executive team in implementing the strategic goals and objectives of the organisation. The role holder will be responsible for ensuring that AsIAm meets its legal and statutory obligations as a charitable organisation and for ensuring that AsIAm is fully complaint with regulatory requirements as well as demonstrating excellence in best practice within the sector, as a non-profit organisation supporting Ireland's Autism community. 

The Head of Corporate Governance and Services will lead the team responsible for financial and governance and compliance management in the organisation, working and co-operating closely with the Director of Operations and Chief Executive Officer.

Key Responsibilities: 

Member of the Senior Management Team 

  • Actively participate as a member of the senior management team and contribute to the development and implementation of plans and decisions by the CEO and Board 

  • Support the implementation of the AsIAm Strategic Plan, annual work plan and budget with a particular focus on governance, compliance and financial goals and requirements 

  • Provide regular updates on the work of the Governance and Compliance Team to the Director of Operations, at Senior Management Team meetings and to the CEO, Finance, Audit and Risk (FAR) Committee and Board as requested 

  • Champion the values, purpose and vision of AsIAm 

  • Represent the organisation, including to relevant external stakeholders, as required. 

Governance and Compliance Team 

In cooperation with the Director of Operations and CEO, lead the organisation's day-to-day finance function including line management of the organisation's Financial Controller. 

  • Take lead responsibility for ongoing review, implementation and compliance with the Charities Regulatory Authority Governance Code and other CRA guidance 

  • Ensure AsIAm maintains its "triple lock status" through ongoing implementation of SORP accounting and the maintenance of the organisation's Donor Charter 

  • Ensure AsIAm has all required statutory licensing, policies, procedures and permissions to undertake its activities 

  • Support the development of the organisation's annual budget and oversee the costing of programmes, initiatives and projects within the organisation.  

  • Ensure that AsIAm remains compliant with all statutory legal and regulatory obligations and up to date with the Charities Regulator requirements 

  • Ensure that necessary payroll, taxation, social insurance and other related matters are dealt with in a timely and appropriate manner 

  • Cooperate closely with the Governance and Internal Policy (GIP) and Finance, Audit and Risk (FAR) Sub-Committees of the Board to ensure the development and implementation of the appropriate governance policies and frameworks 

  • Train employees on governance requirements and obligations 

  • Put in place appropriate systems and safeguards to enforce and monitor compliance in areas such as HR, expenses, procurement and data protection 

  • Lead in ensuring the organisation meets all reporting requirements to statutory agencies, funders and other key stakeholders 

  • Implement a Risk Management process to identify, monitor, and manage potential risks in order to minimise any negative impact they may have on the organisation 

  • Develop and agree reporting templates with the relevant internal stakeholders to evidence compliance with legal and regulatory requirements and providing reports to evidence compliance at required intervals  

  • Oversee the preparation of the annual accounts and liaise with the external auditors as required 

  • Develop, lead, and provide direction to governance and internal policy initiatives within AsIAm and implement a plan to ensure their effectiveness is measured and reviewed on a regular basis 

  • Support and line mangee the organisation's Accountant and Compliance Officer, ensuring that regular and consistent supervisions and appraisals are provided, in line with organisational policies and procedures. ·

  • Participate in regular team meetings to identify gaps, address issues, and implement improvements or efficiencies 

  • Support applications for grant funding as appropriate and analyse financial information to ensure budgets are tightly managed 

  • Ensure high standards of corporate governance with legal, regulatory and organisational policies. · Proactively promote a culture of safety, stability, accountability, transparency, and prudent risk management 

  • Ensure the organisation is compliant with relevant health and safety requirements and regulations 

  • Ensure the organisation has suitable infrastructure in place to support safe and effective operations 

People Management & Leadership:  

  • Set the direction for the Corporate Governance and Services Team, clearly communicate expectations, regularly review goals, outputs, and activities to ensure delivery of strategic goals 

  • Leadership and development of the team, fostering a positive and inclusive culture and implementing organisational people management and engagement programmes  

  • Manage team members and delegate tasks and activities to ensure optimal performance of entire team 

  • Manage and support team members working remotely 

  • Provide coaching/mentoring as necessary 

 

Key Requirements: 

Essential: 

  • Demonstrated experience (5+ years) in a senior role with comparable scope and complexity 

  • Significant experience managing day-to-day financial processes, budgeting and accounting 

  • Significant experience developing and implementing internal policies and controls 

  • Experience managing regulatory and governance workstreams 

  • Experience working in a high-paced environment 

  • Experience of assessing and managing operational risks 

  • Experience working within the community or charity sector  

  • Experiencing liaising with external regulatory bodies and stakeholders 

  • Extensive experience using relevant accounting software and Excel 

  • Experience of Team leadership and people management 

  • Knowledge of the charity sector and funding issues 

  • Relevant third level qualification (or equivalent professional experience) in governance, finance or a related field 

Desirable:

  • Knowledge of Autism and working with neurodivergent people 

Contract Duration: 

This is a permanent role.


Salary and Benefits: 

Salary will align with Grade VII of the HSE Consolidated Pay Scale. In addition, we offer:

Working Hours: 

The role is fulltime and working hours are typically Monday to Friday, 9:00 am to 5:00 pm with some flexibility around start and finish times. 

The role holder is required to have a degree of flexibility regarding working hours with the expectation of some evening and weekend work. 

Location:  

The role is based in AsIAm HQ in Blackrock, Co. Dublin.  Hybrid working arrangements can be facilitated in discussion with the line manager.
